Swedavia's charges

Swedavia, formerly LFV, is a State-owned company that finances its operations through traffic charges and commercial revenue. Traffic charges are Swedavia's largest source of income and account for about 2/3 of total revenue. Those charges yielding the highest revenue are en route, passenger and take-off charges.

Swedavia's charges are in line with international practice, which states that charges should not be of a discriminatory nature, should not exceed the actual costs involved and should include a reasonable profit for the owner.

Current charges
Take-off charges
are paid according to the maximum take-off weight of an aircraft. The heavier the aircraft, the higher the charge. These charges cover costs relating to the runway system, ramps and fire and rescue services.

Emission charges are levelled on all aircraft whose take-off weight exceeds 5.7 tonnes as well as the aircraft’s’ actual emission levels of nitrogen dioxide (NOx) and hydrocarbon (HC) during the LTO cycle (landing, taxiing and take-off up to 900 metres). The principal source of these emission levels is the ICAO Engine Standards and Emission Database. The “dirtier” the emissions, the higher the charge. These charges cover the costs of NOx emissions by all aircraft up to 900 metres that are incurred by the community.

Noise charges are levelled on each aircraft’s certified noise level (ICAO Annex 16 Volume 1 Chapter 3 or 5 or in accordance with FAR Part 36 stage 3). These charges should cover the cost of measuring the noise level as well as noise insulation actions. Noise classification for Swedavia’s airports is based on proximity to densely populated areas; the more sensitive the airport, the higher the charge. In principle, this means the higher the noise level, the higher the cost.

Passenger fees are paid by every passenger. These charges should cover the cost of terminals, the passenger jetty (access bridge) and docking system connecting aircraft to the terminal. They should also cover some of the cost of airport security resulting from air travel. This charge is differentiated so that passengers travelling on international flights pay more than those on domestic flights.

Parking fee - There is a monetary charge for aircraft standing at Swedish airports. The cost varies depending on the airport. More details can be found at the local airport.

Terminal navigation charges (TNC) are the same at all airports and payable by aircraft with a maximum take-off weight over 9 tonnes. The charge covers the cost of local air traffic control services which direct air traffic to and from the airport and provide important information.

En route charges are levelled on all aircraft with a maximum take-off weight charge exceeding 2,000 kg as specified in the Swedish Flight Information Region (FIR). This charge is levelled regardless of whether the flight is carried out using IFR (instrument flight regulations) or conducted visually using VFR (visual flight regulations).

En route charges should cover the costs incurred by Air Navigation Services, telecommunications services, rescue services, weather information services and briefing.

Summary
The size of Swedavia’s traffic charges levelled on a single flight is determined by the individual aircraft’s emission characteristics in terms of gases and noise, the maximum take-off weight, choice of departure airport and the number of passengers carried.

Discount on traffic charges and other marketing incentive programmes
Airlines may receive discounts on Swedavia’s traffic charges. Since 2003, Swedavia has offered marketing incentive programmes with the aim of encouraging airlines to increase their passenger volume and support the development of service to new destinations.
